I use PFE. It supports line numbers and it isn't vi or emacs :-). You
can get it from:

Best of all it doesn't cost. The help file says:
"Programmer's File Editor may be freely used for any purpose. You may
use it privately or in the course of your work; there is no fee, and no
registration is required."
The setting for the editor in hugs is:
-E"c:\\pfe\\pfe32.exe /g%d %s"
