With another version of vi (the MKS version) there doesn't seem to be
a problem, so there must be something about the kind of DOS application
vim is that is incompatible with WinExec.
Arguable this isn't Hugs' problem, but it would be worth at least
putting a note in the Readme for others who get stuck using vim.
