Installation problem - minor

Just downloaded hugs98-990319 - clean build - installation fell over
when attempting to copy ....demos/cgi... since the source directory
didn't exist. Commented out the "cgi" lines in the makefile and
carried on.

Runs basic test OK.

Platform is Solaris 2.6 with gcc 2.8.1
