Havoc already answered this quite well.  There is one more point for this
practice, however: a common Debian user has no idea what kind of changes
the Debian maintainer may have done to the software, so she cannot say
whether even a "clearly general" bug report is the responsibility of the
Debian maintainer or not; it is the Debian maintainer's responsibility to
determine whose bug it is.  For example, although my changes to Hugs are
quite cosmetic (mostly involving finding the correct editor in case the
user hasn't set things up herself[1], an updated manpage [which I forwarded
here earlier] and the like), I did redownload the official Hugs source,
compile it from this clean source and reproduce the first bug using
this clean executable.  Now that I knew for sure it was not my mistake,
I forwarded it to you.


[1] The change is quite Debian specific currently, so I haven't forwarded
it here.  I'm hoping to rewrite the change so it's more generally
applicable; when I've done that, I'll forward here that change as well.
