Hi, thanks for the report. The binary distribution was built with VS.NET, which created the dependency on that DLL.
A thoroughly bad idea, so I've dropped back to MSVC6 and rebuilt&uploaded a new version of the Hugs installer, http://cvs.haskell.org/Hugs/downloads/Nov2003/hugs98-Nov2003-1.msi It includes binaries that depend on msvcrt.dll, which is available on the MS platforms that the installer targets.
