I am a Hugs98 newbie trying to get started from square one.  I am hoping to 
use Hugs98 to supplement a discrete math class.  The target installation is 
under Windows98.

I can run hugs.exe as a DOS program, it seems to be working.
I can run winhugs.exe by double-clicking on an icon which is a shortcut to 
winhugs.exe, it seems to be working.  Maybe I have things as they should be; 
however, I don't understand the following sentences on Downloading Hugs.htm 
and other phrases in the section "Special items for Win 32 platforms" :

"This distribution of Hugs98 does not include the configure file. To generate 
one, run autoconf.  On cygwin, you might want to try this copy of configure."

Some of the phrasing appears to suggest an installation procedure similar to 
one that usually comes along with new software and generally starts by using 
the control panel.

Could you give me some guidance?  Did I miss something?  I don't think we are 
working from the same assumptions.  In my case, I definitely am not a wiz on 
support-level or operating system utilities for windows systems.
