OK- I'll admit that microwave carriers would not penetrate any depth
to cause 'through the skull' effects- like Hum could be.
The fact is though, that u-waves are effective at passing energy to
water..that's why water content is needed to cook using this energy
effectively.
So what's to stop energy affecting water droplets at the HF rate and
being  ELF demodulated by the bias of  polarised clouds? Leakage
currents from power grids amount to a substantial amount of lost MW -
even if they are unquantified.
A report exists on this somewhere in the Hum archives online.
Haarp can use the earth as a triode valve in a similar way and that
also has ELF outcomes, intended or not.
Maybe the field strength is missing...but what we're discussing is
ways and means- the maths will come later if the imagination is
tweaked in the right time and place!
The energies need not be synched but the outcome would be typically
psuedo random harmonics allowing for the disparity that is often
quoted in Hum comparison tests. Humans do vary quite a lot, after all.
