Hi Mr. Dawes;  Because they knew of the Microwave Auditory Effect and
knew that persons with limited hearing could hear the microwaves they
started research on the cochlear implant.  Can you imagine being deaf
and being plagued with the hum try to explain that one to most
doctors.
My two cents on the mountainous regions and open sparcely populated
regions, I think they have increased the power density of the pulsed
electromagnetics so they don't have to have as many towers.  In 2003
the IEEE created a special supplement to it's guidelines where they
discussed power density and how it doesn't effect the SAR.  They
haven't included the power density in to the Specific Absorbtion Rate
Equation, at the same time they declared the Microwave Auditory Effect
not a physical hazard.
