Yes HAARP does seem to be a weapon and the patents that were behind that weather modification weapon fell into Raytheon Corp hands in 1995 (Eastlund's patents)
Yes they seem to hide behind the skirts of "national security" for whatever ails them or whatever is ailing us and seems to be one of their aces in the hole to hide what is real or conspiracy.
