Hi Everybody - We're still on the 40MHZ powerline carrier. Here's the
"meat" excerpt from the latest letter that I sent to the PA PUC here
in an on-going effort:

On April 29, 2011, as the complainant, I attended a PA PUC hearing in
Pittsburgh, PA. The respondent was West Penn Power (WPP), their
attorney John L. Munsch. In a conversation prior to the hearing I told
the lawyer how seriously this was affecting me physically, mentally,
and financially. His reply was, “I’m so sorry!” I replied, “Sorry
about what Jack?” He did not respond, looked to the floor, turned and
walked away. It was then that I realized that there was more to this
matter than a noise.

My complaint was that leaks, due to corona arc tracks and old,
decrepit insulation were causing audible standing waves in the 60-80dB
range. The PA PUC complaint docket number was C-2011-2228810, the
record can be viewed on the PA PUC website public records webpages. I
had never made a complaint of this type before and I believed at that
time that I was acting in the best public interest. There were four
(4) expert witnesses for WPP; all had been to the site in question
with highly-sophisticated sound recording devices on separate
occasions. None of them had picked up or recorded any standing wave
audible noise or any other noise normally associated with transmission
lines. I was not allowed to present any of my evidence on-the-record
and the PA PUC Administrative Law Judge left the hearing room for the
entire time that I did present my evidence. In October 2011, the PA
PUC ruled that standing waves in electrical power transmission lines
do not, and have never, exist(ed) anywhere on Earth. Standing waves
are a common occurrence in power lines; the industry has been trying
without success to eliminate them for decades as their occurrence uses
power. When I put the question to the respondent, “So if it is not
standing waves, what is it?” I was met with poker-faced silence.

This formal complaint is regarding a separate matter and issue and is
restated below:

That West Penn Power has been complicit and has continued to allow,
since October 2009, power transmission lines that they own and operate
to emit pulsed modulated electromagnetic microwave radiation at levels
which exceed FCC regulated and mandated thresholds and limits.

This complaint is with regard to a highly-complex technical subject.
It is with regard to equipment that has been installed on the WPP
electricity grid infrastructure. It can be separated into two distinct
parts: Allegheny Power System Microwave Radio Project and the
Allegheny Power Broadband over Power Lines (BPL) Project.

The former utilizes WiFi frequencies for wireless communication, the
latter 40MHz power line communication (PLC) and associated channels.
The two do not interact well together and as a result the higher, WiFi
frequency, is attenuating at levels above FCC limits. 40MHz BPL is
attenuating from every overhead cable where it is present also at
levels above FCC limits, and with known and massive side-effects on
the populace.

40MHz BPL is installed in many countries around the world. Many of
these countries, particularly mainland Europe, have recognized the
major health issues associated with its deployment and have physically
relocated the 40MHz BPL carrier wave into shielded cables mounted on
transmission line poles.

The specifics of this complaint, PA PUC Docket # C-2011-2266144, are
that WPP knew of these health issues, weighed the business (profit)
risk, and went ahead with the project, installing and energizing the
associated equipment regardless of the known consequences on the
general populace.

Official figures from around the world indicate that between 2-10% of
the population are affected by 40MHz BPL emissions where it is
installed. That is approximately between 6 and 30 million people
affected in the USA alone. In Pennsylvania, with a population of 12
million people, that figure calculates to 240,000 to 1,200,000
respectively. In WPP’s grid area having 1.2 million customers with an
average of 3 people to a home that figure is 72,000 and 360,000 people
that are affected respectively.

The health problems associated with these 40MHz emissions are well
known to government agencies and electrical utilities around the
world. In the USA as this BPL installation progresses, more and more
people are being forced to deal with major health issues, many
resulting in death. I am in contact with many people from around the
USA where BPL is installed, all complain of the same health problems.

What is essentially occurring here is that, by installing 40MHz BPL
you have declared war on your own population. You have invaded the
populace with a destructive weapon that is ruining millions of lives
together with injuring and killing many people. You are doing this so
that you can read your electronic instrumentation equipment remotely.
How dare you do this to your customers and the general population?

I find myself in a surreal situation. I am fighting for my own life
and for that of millions of others and no one that should be listening
to us is listening. At this present moment in time I have on-going
Sciatica problems and optical nerve issues, signature health issues of
40MHz BPL; these are not trivial health issues and are killing me.
These 40MHz BPL equipment’s emissions are deadly. Stop this madness,
turn it off, remove the equipment, and install it in a safe, practical
manner - Inside of a purpose-built shielded data cable mounted on the
poles.

The remainder of my Relief requests address the populace’s health
problem issues - These people MUST be located, they MUST be helped.
They all believe that they are on their own in coping with these
emissions and are frightened. The quickest and most effective method
to complete that task is by conducting a door-to-door survey wherever
40MHz BPL is installed.

My Relief request for remuneration is valid.

Below listed are exhibits that I should submit in relation to and as
evidence in this complaint – PA PUC Docket # C-2011-2266144. All are
contained on DATA CD ROM, enclosed are two identical CD’s. Each
subject’s exhibit is contained in a folder with the following folder
layout on the data CD:

Exhibit 1: Power Line Communication – Explanation of: especially
signal/power attenuation.

Exhibit 2: Spectrum Analysis Data – Taken at locations as labeled
between August and October, 2011. Using the formula 10log10 (Px0.001)
= (nn) dBm it can be shown that all of the transmission lines
(antennas) are constantly emitting between 400 and 1000 Watts/cm2 at 6
meters (the height of the poles) whenever the 40MHz BPL carrier is
operational.

Exhibit 3: Emails to the PA PUC regarding my formal complaints.

Exhibit 4: Emails to West Penn Power – I received no response to any
of them.

Exhibit 5: References to 40MHz emissions. All of these locations have
or had 40MHz BPL in power lines.

Exhibit 6: Amperion 40MHz BPL generating equipment.

Exhibit 7: Sample letters from 40MHz health affected people.

Exhibit 8: Progress to date update document.

WPP does address my fourth formal complaint in their aforesaid
response. However, as there is no PA PUC Docket # for this complaint
and as we are currently addressing Docket # C-2011-2266144 it is a
moot point. It is a separate formal complaint and bears merit in its
own right and should be addressed as such.

Regarding WPP comments on FCC involvement: I currently have two formal
complaints pending with the FCC regarding this matter. I was informed
that the first had moved to the Enforcement Department last week.
There are certain laws that must be adhered to when dealing with Radio
Frequency Power Density Safety procedures as part of a routine
evaluation of RF safety compliance. They can be found in FCC ET Docket
# 93-62 and OET Bulletin # 65 among other places. I do not believe
that these regulations are being followed by WPP in their deployment
of 40MHz BPL.
