Hey Guys - Been offline for a while, busy. The ground (fault) current on the return (neutral) has been there for a while, particularly as the UK population has exploded. The return (nwutral) used to all go to the sunstation earth (transformer star point - Input impedence <5 Ohms). With increasing demand for electricity there is more returning to the substation. What this would actually mean is that a bigger cable is necessary to get it all back and dispose of it safely. BUT, as usual, it doesn't get done. "They" don't want to pay for changing out existing nuetral lines on the poles with a bigger cable, it ocsts money. So they put it to ground right where it occurs ........ at the pole. So there's all this crap current at constantly changing voltages shooting through the ground that you are walking on. If you don't believe that statement: Go to your favorite internet search engine, type in Twin Falls, Idaho, farmer, $17 million. All will be revealed. :P There's a reason for everything - It ain't occurring by magic folks. Gotta keep the guys in their $7000 Gucci suits and riding around in their big Mercedes.
