Alas we all feel your pain. Ear plugs didn't work for me either. The only thing that masks it somewhat is either white noise or metal music. I prefer the metal. White noise is well, annoying to me. I hear it inside and outside. Since I moved to Florida last year, I don't hear it at quite the intensity I did while living in Maryland but its still there. No I didn't move to Florida because of the hum . At least at the intensity level that it is in Florida, I can deal with this better. I have two distinct types of the hum: buzzing, and crackling along with the buzz. The crackling phase affects me the worst as that one makes me nauseous. This hum does affect the level of your hearing after suffering with it for so many years. I can't pick out some sounds in a hearing test any longer. I checked into the make up of the bedrock in Volusia County Florida and it consists mainly of limestone and interbedded sands. That might explain why I don't hear it as bad down here. Where I lived in Maryland, the bedrock consisted of limestone and quartz. You might check into the geology of you current location.

From scanning through people's descriptions I'm hearing the same thing. I hear this constantly inside my house. I hear it when I pull up outside my house in the car. I don't hear it in the city centre where I work. I also heard it in a friends house one day whilst tending to her pets whilst she was away on holiday, she lives2/3 miles from me. I only hear this inside house/car. At bed time I 've resorted to ear plugs which don't completely block the noise at night time and strong anti histamines which had been prescribed by my gp to help me sleep through the night without scratching as I have psoriasis. I am at my wits end, I've told my husband I want to move house but he makes the very valid point that what if we move and I start hearing it again? It's difficult to pick up from posts what the most recent findings are, could anybody summise in a few lines what this noise is that is slowly ruining my life please? Would also like to hear from any other sufferers in the NW of England. My husband cannot hear this by the way, and we do not have children.
