In particular, I draw your attention to Table 1 (p. 20), Table 2 (p. 32) and, more importantly, to Table 3 (pp. 40-44). The page nos. refer to the pages of Social Scientist, not the pages of the pdf file. Table 3 examines an imaginary situation when the Act is fully implemented with 100% efficiency and with zero corruption. It exposes the State propaganda supported by National Commission for Protection of Child Rights (NCPCR) and the internationally and government funded NGOs who are trying to tell the people that the Fundamental Right to education will be available once the Act is implemented. It reminds me of the noisy and unsubstantiated claims made when the World Bank-UN sponsored DPEP was implemented in 1990s and then again when SSA was implemented from 2000-2010. Now no one has the moral or intellectual courage to evaluate these misconceived but duly implemented programmes. Table 3 establishes that the same will be the fate of the RTE Act ten years from now, may be even earlier. Let us wake up before yet another generation of nation’s children loses its Fundamental Right to Education. Hopefully, this article would generate a wide public debate. It should help in building public opinion to seek the replacement of this neo-liberal Act by an Act that is rooted in the framework of a fully public-funded Common School System based on Neighbourhood Schools (CSS-NS) governed in a decentralized, participative and democratic mode. CSS-NS is the only framework that would provide adequate space for India’s diversity and curricular flexibility instead of the rigidity and mono-linearity of CBSE/ICSE and all other state school systems. This, too, is the only way to guarantee mother tongue as a principal component of multi-linguality to be the medium of education which would facilitate knowledge acquisition and the learning of all other languages, including the state language, English or Hindi. CSS-NS is also the only framework wherein we would be free of the menace of frequent fee hikes and profiteering through education. Further, CSS-NS is required to lay the necessary ground for moving towards education of equitable quality for all sections of society – an unfulfilled social agenda of Dr. Ambedkar, one of the foundational principles enshrined in the Constitution.
