Dear All 

I would like to share the case of nirupama (name changed) who is a dalit from a 
poor family (father a snack seller and mother a domestic help) in urban slums 
of chennai. she lives in a one room house with two other children.

Being an above average student in government school, she got a seat in an 
engineering college under SC quota, and cajoled her father into taking a loan 
from her aunt. In addition, a person whose house her mother worked in helped. 
However, there were constant quarrels at home between her parents. Living in 
one room and with relationship between parents in night, she could hardly 
study. In the first year she had arrears to clear. There were other upper caste 
students also with arrears, but she was singled out by a non dalit woman 
teacher who told her "you are a dalit, how do you think you can clear. Go and 
do some
 other course". Her parents were called to college, and subsequently they told 
her that the loan was a waste. Under immense pressure, she quit the college, 
and wants to change the college as she cannot bear the humiliation. She joined 
some job to repay the loan. Becuase of the presence of an adolescent girls 
group started by an NGO she did not commit suicide. However, her problem 
remains unresolved. now she is wondering whether to rejoin after a year, as to 
get a transfer she needs to pay a bribe. She is afraid to book a a case

Recommendations from the girl: 

- good hostels for studying for dalit girls
- government housing schemes should include atleast two rooms
- teachers in college to be sensitised on dalit issues. 
- increase proportion of dalits in colleges as teachers.
- quality of government school education should be strengthened 


Additional Recommendations from self:
- all slums and villages should
 have  a reading room for adolescent girls separately run by government 
- shift from gender trianing to gender and social relations training of 
education instiutions 
- book case under sc/st atricotiy act against such teachers
- reservation alone is not enough, have parents counseling, student tuition 
services especially for first generation learners                 
- education loans should be available for dalits

- acheivement of dalits should be monitored, and not jsut enrolment

PS: Niloufer, i agree that violation of rights of anybody should be looked 
into. The crisis is one of lack of humaneness as pointed by Periyar. a world 
and country where citizens lack humanneness will never succeed in eliminating 
human rights violations.
