 Sub: Regarding relief in Garib Nagar fire in Bandra

Dear Sir,

Greeting from Umeed Project,

Umeed project is collective work of four organisations viz Youth for Unity
and Voluntary Action (YUVA), Committed Communities Development Trust (CCDT),
The Kerwadi Social Welfare Association (KSWA) and Aseema supported by Plan
India. We are working in Garib Nagar on various issues of care and
protection of children and associated issues of health, housing etc. We have
several other organisations like CSSC who have also joined us for relief
work.

We have opened a relief camp in the area and are active in the area since
the night when the fire broke out. We would like to bring to you URGENT
ATTENTION some of the issues related with relief and rehabilitation.



   1.

   There is an urgent need for coordination of relief activities as relief
   is over flowing. This can be brought about by calling for a meeting of all
   the relief camps (24 of them till now).
   2.

   A Coordination unit has to be set up so that every day there could be an
   evaluation of the work and what need to be done. This could also be the
   point place for convergence of services including health, sanitation, relief
   operation, compensation etc. The coordination unit will bring a greater
   transparency and should include both govt departments and NGO's active in
   the area.


   1.

   The area needs urgent cleaning of garbage and need to be disinfected to
   avoid outbreak of any disease. Lots of stagnant water along with remains of
   the fire and food waste add to the problem. This has to be done immediately.
   2.

   There are only 30 toilet seats available for a total population of 4000
   -5000 people (min of 750 families). No water is available in these toilets
   particularly the mobile ones and water need to be provided to the toilets.
   One water tanker should be made available in the area for this to the least.
   3.

   As too many people are coming to the relief camps, there is an urgent
   need of ensuring the safety of the belongings and the area should be kept
   away from curious onlookers while volunteers and other govt officials who
   work on damage assessment and panchnama could do their work smoothly.
   4.

   The compensation announced by the government needs to be given to both
   man and wife in a family as so many women feel that giving money to men
   alone may not necessary bring the desired effect. The signatures of both men
   and women to get compensation will increase the power of women and the money
   will be used for relief purposes.
   5.

   We are happy to note that the Rehabilitation Committee is in place. We
   suggest that few representatives be included, who would be happy to provide
   the required social perspective and give our constructive contribution to
   the overall rehabilitation process.


 As a collective we feel that these issues needs to be addressed immediately
and the issues of long term rehabilitation including livelihood
rehabilitation, special care to children by starting anganwadis that will
give nutrition support to children, pregnant women and young girls.

Those who lost identity proofs and other records should be provided with
documentation proofs such as ration cards which will ensure their food
security in the short and long term.

We hope that you will consider these issues and call for a meeting of both
the relevant departments and NGO's to work together for the betterment of
the Garib Nagar residents.
