RTI exposes , but it can not punish ...RTI warriors are threatened , attacked & killed. A strong JLP & Whistle Blowers Protection Act is the next logical step.
In India we have not seen honest application of law at all . The politicians are adept at selecting corrupt & pliable officers to head organisations meant to ensure checks & balances & effectively decapitate them . We saw the CVC example , how his resume of faults slipped thru Oily Mioly's & PMs hands. They both are complicit for sure. As Arun Shourie has exposed , our honest Mum Mum Singh wants to be kept at arms length....while scams flourish under his watch ..by his team...where is the collective responsibility that they talk about ....or it is criminal collective irresponsibility that we see here. At times we have has a Chief Election Commissioner who tries a bit harder than others & we sing bhanjans in his honor. But here too we know that election candidates of major parties spend many times the limit & get away as a routine . Bribing of voters by at least a thousand bucks each is now mandatory for each major party....so one can say is inconsequential to the end results ...just adds to the corruption that funds this big give away . We still quote our EC as a "world's best" example institution ...despite its blatant malfunctioning at a massive scale. What Anna is trying is to get a system in place that ensures that we do not get a sarkari pliable, incompetent , politically expedient regulator & an organisation that is mandated to tackle corruption at all levels & hits the ground running with an independent CBI anti- corruption wing under it & an officer appointed at district level ....so that a scam that starts in a viilage can be traced up to the cabinet... as the corruption money they say in India trickles up.
