Dear Sehjo and others at NCAS,
 
This seems really good and much needed. I simply suggest that we add a panel or 
a speaker or a session on state repression and forced evictions. Despite many 
movements in Orissa (those adopting only dialogue and peaceful resistance too), 
there's continuous use of force used by police and para military to supress 
people's right to their land and livelihood. This should also be further woven 
into discussions on the bill too. The beginning of the NCAS invite reflects 
this concern very well but not the detailed programme. I hope I am clear.
 
There were some good questions on this list a couple of weeks back and am 
therefore responding. Discussions on the bill should try to focus on strategy 
to bring a change or halt the land acquisition process with conditionalities... 
like there has to be complete absence of physical force ..we have to drive fear 
into the state that whether it is a hut or a road or half an acre of land.... 
not a limb should be broken or a life lost. Only then can we hope to begin 
dialogue with the current nexus of state and capital (national and global).

Dear Friends,

As I write to you, the death of three farmers protesting against diversion of 
water to the city and acquisition of their land for the pipeline near Pune, is 
agitating us all.

Many movements like those against POSCO, Jaitapur Nuclear Plant and various 
SEZs across the country and LAVASA in our vicinity, pose such urgent questions 
about acquisition, as also about the fate of those who depend on land for their 
livelihoods but do not posses any. The clamour for land for housing, industry, 
infrastructure and all that can be called growth/development is equally real, 
and so is the question of right to land of the landless.

With the urgent motive of responding to the draft Land Acquisition and 
Rehabilitation & Resettlement Bill, we need to look in the direction of 
answers, as the questions perhaps have received enough attention.

We would be honoured if you would like to join us for this day long endeavour 
and bring your active engagements to the table.
