Team Anna Successfully Blocked the People from Questioning the
Fountainhead of Corruption..."Capital"

The JLP Bill covers all political & bureaucratic corruption , states
&   center , under one unified agency is empowered  to investigate ,
prosecute & punish all within 2 years ,
proposes the same set of rules for the Lok Pal & Ayukt  for uniform
delivery of justice , also includes includes the now exempted
judiciary & the corrupt MPs &  any one involved
 including the biggest of corporate as in 2G to the smallest of  NREGA
contractors .

 It is precisely because the JLP Bill  so effectively focuses on the
type of corruption that a common man faces daily that it is getting
over 80% support in every survey & poll . So much so that Congress
party that has been seen openly opposing the bill tooth & nail ,
through mostly foul & unethical means has lost 1/3 of its electoral
support if you go by recent the poll shown on Star TV.  The other
political parties have left the dirty job of taking on the JLP Bill &
Team Anna to Congress for obvious reasons. They do not want to get
hurt.

Take the  case of 2G scam , had the JLP Bill been in force ,  the
Ambani's & the Essars would be examined too so corporate corruption
where a mister or public servant is involved  is covered very well .
The bill will  examine all corporate employees from directors down to
peons if needed . The other famous LP Bill , Aruna Roy's version
splits the higher & lower bureaucracy  . Take the   case of Karnataka
& Andhra Mining scam , the chief minsters of two states and almost
2000 state employees right up to those manning the toll gates &
barriers are  involved .  It would be clear to any one that a single
agency & same laws for the Lok Pal & Lok Ayukt in both states would be
the only fair & effective solution.  Would save both time & money .
Every one would face the same judicial process , same crime ...same
punishment no matter which state government the  person serves . This
is a cross border crime involving two states ...should there be
different punishment for the same crime by state government employees
of Karnataka & Andhra  because of the  Lok Ayukt Acts   differ ?

 The IT department & the current CBI anti-corruption wing are mandated
to investigate just about any citizen any where in India & NRIs too ?
Why the big noise about a Super Big Brother here ?

What may slip thru the JLP Bill is if two corpoates or their
directors  engage in corruption with each other which they often do ,
misuse of IPO money , mergers & acquisitions , sale & purchase of
assets , corruption in awarding contracts & purchases , price rigging
& insider trading with the help of broker offer scope for big
corruption .  Siphoning off of funds & profits by promoters &
directors for personal use thru various means is the big story here .
As happened with Satyam .

This is directly a matter for the shareholders as they are the owners
of the companies & they are the ones directly  affected  . We have a
specialist body called SEBI that    looks after share holder's
interests & stock markets . We have Company Law Board too that can
look in to corporate frauds   . We have a Competition Commission too
which has recently imposed a penalty of a few hundred crores on DLF
for anti-consumer practices.  For minor corporate fraud against
consumers we have Consumer Courts . The auditors of the company are
the people who should be uncovering these frauds & SEBI & CLB taking
immediate & effective cognizance . The auditors  are on company
payroll . The industry  association of accountants , brokers , company
secretaries knows all this does nothing in the name of self
regulation . Self regulation or self policing fails every where , be
it judges , accountants , doctors or media.

There is a big clamour that nothing happens even when the auditors
uncover corporate fraud ...no cases are filed on the basis of their
reports. In case of Satyam the auditors even failed to do their duty..
identify fraud.  And SEBI & CLB are like our CBI , CVC & IB they only
see what the powers to be want them to see . Here too we have a few
shareholder's associations fighting an uneven battle.  Talk to them ,
they will give you very good practical advise on  corporate
corruption. The  solution is  to   make these bodies  more effective &
independent of government control like the JLP  . There should be a
corporate whistle blowers bill as employees know what is happening
within. You need to reward & protect them.

The other is too bring the anti-corruption & fraud wings of these
bodies under Lok Pal . As we have people already busy curtailing the
powers of the JLP Bill on various pretexts , am not sure this
corporate thing will reach beyond talk stage.
