Present BPL framework is flawed, will lead to social exclusion: Jean Drèze

PATNA - ‘The present BPL frame work is flawed. It doesn’t lead to identify a
poor reliably. Universalization of Food Security would be the solution at a
sight’ says Jean Drèze, the noted economist.

‘The situation in Bihar improved but it is still meager. Tamil Nadu has
successfully implemented universal PDS system, it is also exemplary in the
country’, added Jean Drèze, here at public meeting.

Jean Drèze has questioned the intention of Govt. He said ‘every person has
right to get food, health facility and educations and state is bound to
provide. But, Instead of providing, Govt is keeping away from its
fundamental duties and responsibilities by mooting the idea of cash
transfer’

Cash transfer is not only concentrated to cash money but it has wider
meaning. Providing health Insurance to BPL families, admit student to privet
school and Govt would pay fee to privet schools, he explained.

Economist Jean Drèze was clarifying the air that Food Security doesn’t mean
to only improving PDS. It has very wider implications. PDS is a part of Food
Security. It constitutes nutritional value to pregnant women, children up to
0-6 yrs and many more.

Answering the apprehension over Universalisation of food security led to
concentrate the treading of grains to Govt only, helping the richer to get
food at subsidized rate, he said ‘Universalisation doesn’t mean uniform. At
least in rural areas, Food security could be uniformly universalized and
debate how urban poor would covered. Himachal Pradesh has excellent record
regarding this. There were two groups, APL and BPL only, where APL gets at
twice rate what the BPL gets’In the end he expressed fear over present frame
work of BPL leads to exclusion of society.

Dr Ritika Khare, an assistant of Jean Drèze, presented the details of a
survey conducted among 13oo households across nine states. People expressed
their concern about cash transfer in this survey. They feel that cash has
different ends through different ways whereas grains, at least, has one end
to reach human stomach. Another concern was distance of Banks and Post
offices from villages and transportation costs of grains from market to
home.

She added that two complains are very common among public one is rampant
theft in PDS and other point is that many poor family is not having BPL
card.

She also said there are three groups of States based on performance
regarding PDS. They are States having very good record of PDS i.e. Tamil
Nadu, Andhra Pradesh etc., States having very poor record of PDS i.e. Bihar
(45%), Orissa etc. and last, States having improved record of PDS i.e.
Jharkhand (70 %), UP etc.

Dr Ritika Khera responded over a question on roles of People’s movement in
improving PDS in other state, she said ‘Good governance would be a reason of
improvement in delivery mechanism like Chhatisgarh. The role of people’s
movement in its improvement is not yet visible.’
