I am forwarding in advance some essential issues for consideration by your
Conference :
We declare that the people of Palestine need the support of every political
party and mass organization in India , as it is not a partisan issue .
We condemn the collective death sentence that has been imposed on the
children , women and men of Palestine with murders of daily occurrence at
check posts , in homes and at work places . Not a single site is free from
attack whether schools , hospitals , or United Nations Agencies extending
relief to refugees in camps.
We reiterate that Palestine has been brutally colonized and systematic
genocide perpetrated on its people which commenced in the 20th Century and has
now been extended , intensified and is continuing . Gaza , the West Bank and
other Palestinian territories are in a state of continuous military and
economic siege . Direct military attacks with punitive measures have been
imposed on the Palestinian people and the resistance movements are facing
assassination and collective murder .
Palestinian prisoners have been tortured and abused for several decades and
have been held in inhuman conditions , this includes children and adolescents
and women illegally detained we call for immediate access to these prisoners
for their families , representatives of the Palestinian people , concerned
International agencies ,and for their immediate release .
Every single resolution of the United Nations for national self-determination
and vacation of occupation has been violated by the Zionist colonial occupying
power, which is a threat to the peace of the region and the world, in alliance
with NATO , a military pact which has as its declared objective the take over
of resources of regions in Asia , Africa and Latin America , that is the
pursuit of recolonization for hitherto dominant financial centres including in
the Arab homelands and in and around Palestine .
Israel is a racist state based on the myth of the " chosen people". As Alice
Walker a well known writer and veteran of the Civil Rights Movement in the
United States has said, that the apartheid and racism imposed on Palestinians
is in some respect worse than that faced by the African Americans in the United
States . Several South African political leaders have in written reports and
in public fora , have denounced the brutality of racism in Israel and
condemned it as even worse than in Apartheid South Africa .
The Russell's Tribunal on Palestine has condemned the role of prominent
Transnational Companies as complicit in the colonization and brutalities of
Palestine and their support for the occupying power Israel .
The Apartheid State within Israel must be immediately dismantled . The Arab
population within Israel is facing state declared and enforced racism and
segregation .
Recently threats have been made to the Arab citizens of Israel , of
compulsory recruitment in the Israeli army or in the alternative loss of
citizenship . The situation of discrimination is now compounded by the threat
that they will be used to brutalize their own people .
The support by countries of the NATO pact for the continued occupation by
Israel of Palestinian territory, and the brutalities on the Palestinian people
, exposes the myth of the wars for occupation being waged allegedly to
secure '"DEMOCRACY " in the Arab world , by covert and overt means to
recolonize the entire region, which are resource wars and for global financial
and currency control through the petro-dollar .
Mahatma Gandhi was one of the earliest voices against the occupation and
enslavement of the Palestinian people . Let us follow that voice and that path
and call upon this and successive governments formed in New Delhi , to render
all political and material support to the people of Palestine , for national
liberation ,even as we urge the citizens of Israe, the citizens of the United
States and all European powers , to call upon their governments to desist from
using their limited financial resources , for militarization , war and
continued occupation of the territories of the Palestinian people .
We support the right of return of all the Palestinian people to their homeland
, the release of all Palestinian and other prisoners from frontline states of
the region who have supported the cause of the people of Palestine , the
vacation of all the territory of the Palestinian people , the rebuilding of
homes and cultural and religious sites devastated and destroyed for decades and
the payment of reparations by Israel and all governments who have extended
military assistance to Israel on the same basis as the reparations paid by the
German government to the Jewish people for the holocaust .
We acknowledge that what has happened to the people of Palestine ,is nothing
less than a holocaust , the deliberate and systematic murder of the
Palestinian people .Those who condemn the Jewish holocaust , must equally
condemn the holocaust of the people of Palestine.
We urge all Arab Governments , the Arab League , the Gulf Co-operation Council
if they are serious about the Palestinian cause to make the liberation of
Palestinian territory , the predominant issue facing the Arab world and desist
from covert armed attacks against Syria which has been the frontline State
supporting the liberation of the Palestinian people .
We urge the Non-Aligned Movement to render all material , political and moral
support for the Palestinian State ,for vacation of all the territories and to
restore religious and cultural sites of the Palestinian people ,whether Muslim
or Christian ; and support the right to return for all the Palestinian people
and to grant economic and financial support to the Palestinian people ,
opportunities for education and employment wherever they presently reside .
We declare that it is the nuclear weapons State of Israel and its open
influence brought to bear on the US administration to wage war with nuclear
weapons, strictly prohibited by International Criminal Law as a consequence of
the adoption of the Nuremberg principles and by the UN Charter, not being
enforced by the Security Council , which is the clear and present danger in the
region , and not Iran which is faced with illegal financial sanctions and
embargoes , including those not imposed by any authorized body in pursuit of
economic war on the region .
We condemn the opposition of Israel and some of the Nuclear Weapons States
for the initiative taken by several Arab governments and Iran in the IAEA and
elsewhere ,to declare the affected region and its neighbourhood a " Nuclear
Weapons Free Zone" .
We condemn the partisanship of the Security Council ,which has failed to
impose sanctions on the Zionist government of Israel despite the flagrant
violation by Israel of every single resolution of the United Nations on
Palestine .
We declare that is the solemn duty of the International Community represented
in the United Nations, to expel governments who threaten other governments
and peoples with aggressive nuclear war from every single body of the
United Nations ; to impose individual sanctions on those leaders who call for
such attacks; and for the trial for such leaders by any member of the United
Nations even within its national jurisdiction based on the principle of
Universal Jurisdiction for the Crime of threatening to wage a war of aggression
.

The IPSF is an alliance of Indian social movements & people's organizations
that are organizing a conference in solidarity with the courageous Palestinian
people in their struggle for an independent nation. In keeping with our rich
historical anti-colonial traditions, it is now our collective national
endeavour to consolidate & build a Palestine solidarity movement across India.
This is the very national alliance that has been instrumental in successfully
organizing the First Asian Convoy to Gaza, as well as the Global March to
Jerusalem. This was also possible due to the collective effort of our Asian
allies, namely the Asian People's Solidarity for Palestine (APSP).
The Theme & Focus of the conference: "Peace & Justice for Palestine"
a) The Occupation of Palestine, a historical perspective.
This will also deal with all the different forms & strategies of the
occupation & the resistance. Here we will focus on the Right of Return,
Settlements, the Apartheid Wall, the Siege of Gaza, Control over the water &
destruction of farmlands, the check-points, targeted assassinations, the
prisoners & their struggle & finally - the destruction of the universal
heritage of Jerusalem.
b) For a just & peaceful solution for the people of Palestine & Israel. Here
the solutions for an amicable solution will be discussed at length, within the
framework of international law & justice.
c) Programmes, Structure & Resolutions.
d) Leaders of Political Parties & Members of Parliament, will state their
policy & active solidarity for Palestine. Here we have planned to draw in
representatives of all the major political parties.
Thus this conference is part of the larger struggle against Zionism &
Imperialism that are now an increasing threat to our national sovereignty &
world peace. This conference holds the promise & potential of building a
nation-wide network. Delegates & friends from many Asian & Western nations have
confirmed their presence.
We thus appeal to all our Indian socio-political activists to confirm their
attendance at this conference.
