There has been a great deal of discussion on how actors and celebrities must
not be pardoned , interesting coming from a section of society which has not
demanded that those acquitted for criminal attacks on minorities and other
innocent citizens in the 92/93 riots deliberately not properly investigated
with instructions to the police to achieve this purpose and for the Gujarat
riots among many other attacks on Dalits , Tribal and minorities among scores
of innocent citizens being terrorized all over the country . Significant that
the then Police Commissioner Mr. Bapat ( during Mumbai riots )after he retired
was appointed as Chairman of the Hinduja Trust in India , by the London
based Company .
Attacks against Dalits, tribals , innocent citizens and minorities have
become routine in our country and increased manifold during the period of
economic reforms .
We have been seeing what is happening to the police and justice system in
Mumbai among other parts of the country . Admiral Vishnu Bhagwat to give only
one example was brutally assaulted and attacked at Prabhadevi by Corporators
and legislators of the Shiv Sena acting as a mob in a pre-planned conspiracy
, with the police present ; thereafter an honest judge was transferred and till
date though the trial concluded ,there has been no conviction though each one
of the accused was identified .
Incidentally Admiral Bhagwat is not an ordinary Admiral though sacked by the
BJP NDA alliance which lost a vote of confidence in the parliament moved
against the government after the Admiral was sacked , as his contribution to
the defenses of the country far exceeds anything contributed by these political
parties who talk about nationalism, only to grossly misuse it to attack weaker
sections of society who contribute more to the GDP than financiers .
To-day all over the country police officials and policemen are now being
attacked and killed .A consequence of the policy to control society for the
illegal , criminal and unconstitutional objectives of an elite , with open or
silent collaboration . We have seen sections of the police force criminalized
increasingly after they were used in the pogroms of 92/93 in Mumbai , in
Gujarat among other riots ,and in attacks on innocent citizens ,Dalits,
Tribals and Minorities .
It is on the one hand a Gandhian and on the other hand a former police
officer , subject to correction, a member of one of the para military forces
now retired , who have been most vocal on the nature of criminal attacks in
Tribal India and on Dalits, with both of them vividly describing the social
and economic conditions which are the basis of the attacks, apart from the
exposure of conditions by a sub-committee of the Planning Commission .
Today professional police officers and men are being increasingly attacked.
How will society protect itself when professional police officers and policemen
are increasingly not safe from attack . Are these the conditions for a so
called economic take off and alleged evidence that we have arrived on the
international scene with increasing crimes on women and children using sheer
brute force . Or is that we have increasingly become a lawless and barbaric
society ready to condone anything or look the other way to wallow in comfort
and decadence .
No membership of BRICS is going to protect us against the moral and social
collapse within .
It is not the connections of Sanjay Dutt with the underworld which needs to
be probed ,it is the political ,administrative,intelligence and police covert
linkages with the underworld ( not related to criminal investigation )in more
than one state of the Indian Union which need to be investigated and exposed if
we are not to descend into war lordism and areas controlled by gangsters at the
instance of political bosses from one region to another .Those funding this
operation may themselves be one day at the receiving end of the frankenstein
they have created .

The bad conscience of the Indian elite on the trial and conviction of
Sanjay Dutt continues to persist .
The reason is that the actor was framed with the weapons planted on him to
teach his late father a lesson for his letter of resignation as Member of
Parliament addressed to the then Prime Minister Narsimha Rao ,at a time when
pogroms and attacks on minorities were a part of the strategy to be used for
economic reforms and the offloading of public sector and state assets and the
indiscriminate opening up of the Indian economy which was anticipated to begin
a period of job losses and unemployment for the vast masses of the people
increasingly confined to unorganized sector unemployment with pauperization
of the peasantry due to withdrawal of government support and the opening up to
agribusiness companies and GM seed . The masses of the Indian people were to be
saddled with economic and social insecurity to enrich those at the higher end ,
and this was the price imposed by Western financial institutions including the
IMF and World Bank whose nominee was accepted in the cabinet.
The following were the stages of the frame up by the political bosses of
more than one party in charge of Mumbai including the Bombay Pradesh Congree
Committee , the Shiv Sena , the BJP among others in collusion with the Mumbai
underworld :
1. First stage - after the rioting and collective killings took place in
Bandra and its vicinity with complete break down of law and order, as no
protection was given to the minorities among other innocent people attacked ,
and after Sunil Dutt forwarded his resignation letter in disgust stating that
he desired to resign as he was not in a position as an MP to assist his
constituents being brutally attacked and killed ; Sunil Dutt and his family
members were threatened at the direct instance of the political bosses of
Mumbai . The threats on telephone extended to his life , lives of family
members , to kidnapping of his daughters etc .Many of these calls were
deliberatly and directly addressed to Sanjay Dutt to trap him into accepting
weapons for self defence by using emotional appeals to him that his family was
in danger .
2. Second Phase : Sanjay Dutt was offered weapons to defend his father ,
sisters and himself and their residence from attack by the threatening mobs
which were instructed to surrounded theresidence of Sunil Dutt , the mobs were
being choreographed and orchestrated all around Mumbai by the bosses and
leaders , those who offered the weapons to Sanjay Dutt were directed to do so
by the underworld mafia at the instance of the political bosses of the above
parties who control Mumbai through the underworld with which they are linked .
The telephone calls were simultaneously being monitored to supervise the plan.
3. Third Phase: Sanjay Dutt accepted the offer of weapons for self defence
without any knowledge as to which consignment the weapons were from and only
because of the telephone threats and mobs gathering around the residence and
the complete break down of law and order in the Mumbai city . Among other
eminent citizens there were even a one or two industrialists complaining to
the Chief Minister in a delegation that there was complete break down of law
and order in the city .
4. The fact that the weapons planted on Sanjay Dutt were deliberately and
allegedly from the consignment supposedly landed in Raigad District , though
Sanjay Dutt was not at all a part of the conspiracy , was pre-meditated and
deliberate to frame him in the conspiracy , WHICH IS EVIDENCE THAT THE
POLITICAL BOSSES OF MUMBAI OF THESE PARTIES AMONG OTHER LEADERS HAD ADVANCE
KNOWLEDGE OF THIS CONSPIRACY AS THE WEAPONS WERE PLANTED IN JANUARY-FEBRUARY .
5. Since the Ramjanma Bhoomi Movement and the demolition of the Babri
Masjid and the subsequent riots and pogroms among minorities and others was
the beginning of the war of terror on minorities in India, with false arrests
, torture in custody etc . in sync with the so called global war of terror by
Western financial institutions in many parts of the world including Afghanistan
among other regions ; Sunil Dutt's resignation as a Member of Parliament which
he was forced to withdraw was a blow to the political architects of this
policy working closely with these financial centers from Mumbai among other
cities , AS THEY CONCLUDED THAT SUNIL DUTT'S RESIGNATION MAY SET A WRONG
EXAMPLE TO CONGRESS MEMBERS OF PARLIAMENT AND LEGISLATORS TO PROTECT THE
MINORITIES AND OTHERS BEING ATTACKED WHEN THE SINGLING OUT OF MINORITIES TO
DIVERT ATTENTION WAS A PART OF THE POLICY ADJUNCT NAMELY THE USE OF RELIGION TO
DIVIDE AND CONTROL . SUNIL DUTT WAS TO BE EMBARRASSED AND MADE AN EXAMPLE OUT
OF BY PLANTING OF WEAPONS ON THE GULLIBLE SON DAILY RECEIVING THREATENING
TELEPHONE CALLS FOR SELF DEFENCE OF THE FAMILY .
6.As soon as Sanjay Dutt realized that keeping these weapons were illegal
he requested that they be disposed off , this was also known to those
conspiring against Sunil Dutt as they were instrumental in planting the
weapons on him. The entire planting of weapons and their destruction was being
monitored by tapping of telephones and bugging of the house of Sunil Dutt .
7. It was Sunil Dutt who insisted that Sanjay Dutt CONFESS not knowing that
this was already a trap for him and his son .....IN THE ALTERNATIVE THE POLICE
WOULD HAVE TO RELY ON THE TAPPED TELEPHONE CALLS AND THEIR CONTACTS IN THE
UNDERWORLD TO FRAME SANJAY DUTT ,WHICH WOULD HAVE BEEN EXTREMELY EMBARRASING
EXPOSING CONNNECTIONS OF THE POLITICAL BOSSES AND SECTIONS OF THE POLICE WITH
THE MUMBAI UNDERWORLD .
8. Mumbai has become a mafia city due to the political bosses of the city
and in the city of more than one political formation financed by corporate
houses .
9. The trial of Sanjay Dutt was unfairly and unjustifiably linked with the
bomb blasts conspiracy .
10. Some day the real nature of the bomb blasts conspiracy will be revealed
in all its dimensions and the fact that the Intelligence Agencies of more than
one country in South Asia and Western Intelligence Agencies operating in the
UAE have been acting in concert with political objectives in the region , not
necessarily in the interests of the people .
This is the manner in which weapons were planted on Sanjay Dutt who was
framed in the Bomb Blasts Conspiracy .
Those who objected to city of Mumbai being brought to its knees and
attempted to expose the riots /pogroms of 92/93 were sought to be framed in
different ways . In the same period when I appeared before the Sri Krishna
Commission of Inquiry a false case was made to the Maharashtra Bar Council and
I was harassed by political elements in the State at the behest of political
bosses of more than one political party acting in Sync from 1994-2009 in a fake
and fraudulent proceeding , that is for fiteen years .
The tragedy is that today even the police force is not safe against the
attack from the mafia spawned in the last two decades by the political parties
and the underworld .
The real story about that period has yet to be told and it is known to
those who were working as agents( Khabris) of the Mumbai Special Branch .
In this context Justice Katju with the instinct of an honest
Judge may know more than he is willing to reveal .
