Hello - I'm also interested in this thread, as I experience a similar
problem sometimes with my relatively new instrument.   I'm working
through a technique book right now, and getting some good advice from
there.

I noticed the same symptom you describe, that my high tones are
clearer if I rotate faster.  However, what I'm discovering has the
most impact on my instrument is the consistency and thickness of my
cotton.  I believe that until recently, I had far too much cotton,
unevenly distributed on the string.  I use maybe a quarter the cotton
I had been, and the tone improved significantly.

i (sheepishly) realized that some of what I was calling Tone was
really Tuning.  If I took the extra time to tune my drone to the high
C, rather than the lower melodic C, that seemed to force me to tune
more accurately and consistently.
