 I think so. It has strange shape.

I think it's not traditional HG of any region.

Maybe it's made from builder's imagination, I suppose.

maybe a hurdy-gurdy with dreadlocks ;-)))
 
Just kindding – no idea but it looks funny. But it actually looks like a gurdy 
with strage tuning pegs.
