to see if it is the shimming there is a test:

turn the wheel very slow - start from stop - and listen. There should be a nice 
tone from the first moment on, a quiet one in the beginning, getting louder 
with faster turning. If not, there are two possible missbehaviours: a scratchy 
noise or the wheel slips under the string. If so, this misbehaviour is effected 
by one of two adjustment elements: the pressure (the shiming) and the rosin. 
To tell which of the two is the case, test all strings solo to see if they 
react the same: if so its the rosin that is too much/too less. If its different 
for the different strings (buzzing string, chanters, drones) its the string 
pressure. 

As this is a balance between two factors (rosin, pressure), there is more than 
one solution for a good tone: you can adjust for much rosin and less pressure 
or for less rosin and much pressure.
