Mike, I took a listen to it and the tune sounds very familiar to me as well, but I think it is not because I've heard the tune, but rather because, structurally, it sounds like something played by a steam calliope with a carousel. If you listen, the accordion is playing a backing structure very similar to that of a carousel’s music and both the tempo and the invariant repetitions of the short (eight bars for the A part and six bars for the B part) melodic unit further adds to that impression. So, at least to me, what this sounds like a prototypical carousel tune.
