This looks like it was due to some kind of doxygen version and/or bug. I had 1.6.4 on my RHEL5.5 system and HWLOC_API_VERSION.3 was not generated. I updated to doxy 1.7.1 and then HWLOC_API_VERSION.3 was generated. The weird thing is that Brice is using the RHEL 5.5 default doxy 1.4.7 and HWLOC_API_VERSION.3 is generated properly.
