No. I don't know why. I think it's a bug.
But here's how to fix it. Select any other instrument group (i.e. GM Drums,
SyBass & Lead, etc.) *other* than "phrase". As long as it's still on
*phrase* it will continue to send out the unwanted program changes. Very
annoying ! . . . I wasted hours on that one when I first stumbled on it.
