Found this in my mail archive:
i ran into this same problem and it was driving me crazy, but someone else
posted how to fix this a while back. even though you're sending your midi
out to the a3k, you need to make sure that the internal rm1x voice for that
track is NOT set to say "Phrase" for the Bank in the voice setup.
apparantly the rm1x sends program change info with this setting, but not if
you set the bank to anything else.
and
Under Voice selection type, change each track to anything *other* than
"phrase" (i.e. "Band Instruments" , "SyPad&Lead", etc.)
