Charles, Have you checked if the device is still listed in lscpi? What is your battery state (power drain) before and after you switch it off? IIRC, /proc/acpi/battery/BAT0/state or acpi -b should be helpful.
If it is really off, I'd expect the device not show up in lspci and your battery state should show a lower value. If you shut it off successfully, it is good news, as it means battery life will be increased.
