That was my first thought since I had edited this file once on a Mac.  I 
have done hexdump on the files involved looking for carriage return 
especially.

 From the hexdump of the file from:
hyperlatex nwtest.tex 2> eeee

I see fc 2a for that � but that character was generated by hyperlatex. 
The \newcommand has no 16 bit characters.

file nwtest.tex gives:

nwtest.tex: TeX document text
