RFR: 7197187 Currency.isPastCutoverDate should be made more robust

As correctly pointed out by Alan, the 7180362 code fix should be tidied 
up to not handle RuntimeExceptions. The NullPointerExcepiton and 
IndexOutOfBoundsException's should not be handled by the 
Currency.replaceCurrencyData(..)
