Put this in /usr/X11R6/lib/X11/locale/en_US.UTF-8 and modify compose.dir so 
that your locales point to it:
en_US.UTF-8/Compose:    fr_FR.UTF-8                                           
 
(Beware: this file contains the same information twice, once using 
whitespace-separated columns, then using colon-separated columns.
You therefore should insert that information twice.)

I converted the table for ISO-8859-1 using a Perl script and inserted 
manually the extra characters (Euro, oe, OE, capital Y diaeresis, Pound) 
manually.
