Well, we had gone this route due to the iİ, ıI capslock issue and because we couldn't get the solution you had provided to work. The tr file you have provided works now. And the locale issue (symbolic link) is no longer needed with the latest upgrades. So I guess if we just change the tr file to a full Turkish keyboard, we'll be all set.
