Though I have no experience nor knowledge on writing XIM servers,
I think there should be some ways for Kinput2 to communicate with
clients under fr_FR.UTF-8 locale.  How about adding fr_FR.UTF-8 in
the line of 

*IMProtocol.locales: ja_JP.SJIS, ja_JP.EUC, ja_JP, japanese, japan, ja

in /etc/X11/app-defaults/Kinput2 file, though I have not tried?
(Note that Kinput2 itself must be run under ja_JP.eucJP locale.)
