It's not just a Microsoft term, and while the definition may be hard to agree on, it's not that hard to come up with one, say: one where a computer can't take a glyph for each character (with one to one correspondence) and paste it to the right of the last character, and produce reasonable output. I think most people would call the Indic scripts and Arabic complex scripts; this definition includes Hebrew and Thai and excludes CJK languages.
