I have made the layouts which are in symbols/sapmi. They are made according to 
the de-facto standard which is shown at the site: 
http://www.hum.uit.no/a/trond/se-lat9-no-keys.html (this is for use in 
Norway) and http://www.hum.uit.no/a/trond/se-lat9-sefi-keys.html (for use  in 
Finland and Sweden). These are also the standard keyboard layouts for all 
versions of windows (AFAIK).

I'm part of skolelinux [1][2], which is an effort to make a Debian based Linux 
distribution adapted for use in primary school in Norway.

I haven't cared to update the keyboard layouts yet, because the X Windows 
System would be (as far as I am aware of) the only system which will have the 
new layouts, and I'm afraid it would confuse children (and parents) who are 
used to the de-facto standard.

That said, I'd be happy to implement the new standard if the Sami 
parliamentary council wants me to do it.
