Found the error. I was trying it on an XDMCP session... I learned that it does not work over the protocol. I need to configure my local XFree86 running on Windows (Cygwin XFree86). On the server, it works fine.
Now trying:
setxkbmap -rules xfree86 -model pc104 -layout us_intl
does not get me <c> with cedilla when pressing <right-alt><comma>-<c>. Anybody can get it to work? All the other accents work.
