Under Cygwin, I try the following:
$ setxkbmap.exe -rules xfree86 -model pc104 -layout us_intl -v 10

Trying to build keymap using the following components:
keycodes: xfree86
types: complete
compat: complete
symbols: en_US(pc104)+us_intl
geometry: pc(pc104)
Error loading new keyboard descriptionWhy is that? setxkbmap works for layout "us" and many others. Only us_intl seams to fail (my luck, its the one I want). The config file does exist:
/usr/X11R6/lib/X11/xkb/symbols/us_intl
So what could cause the command to fail? I noticed that when I comment out all the dead key definition of the file, it loads successfully. Should I report this to the cygwin xfree mailing list?
