I think it's more likely that one Canadian guy will make and maintain
all possible languages for a Canadian keyboard than one Frenchman will make all variants of French keymap for all countries.

Yes, and one can easily generate "fr" file from all the country files, just looking for "xkb_symbols 'fr'" would do the trick.
I'll remind about the reasoning behind this: Frank complained about the names of several maps, and inconsistency in the names. This would solve both problems, and yet keep every user happy. Yes, more work for anything maintaining the keymaps, but, hey... You cannot keep everyone happy :-)
