Paypal bias against downloadable media 
 
On the odd occasion where a seller of downloadable products, finds that their 
buyer has launched a dispute, they may login to their email address and will be 
met with a message to login to their Paypal account and resolve an outstanding 
complaint.  On logging in to their Paypal account, there are met with a few 
options:

"
Please provide some additional information about this transaction.
i) I have not sent the item yet.
ii) I sent the item(s) and can provide tracking information.
iii) The buyer has already been refunded and I can provide proof of the 
previous refund.
iii) None of these options apply to me.

PayPal will review the information and determine whether the claim can be 
closed. 
"

On selecting none of these apply to me as this is the only option available for 
downloadable mdia, the seller is met with a page that shows the buyer's name
and space for a postal address, specifying where the buyer asked the seller to 
send the item to, 
knowing that there was no postal address as this item was downloadable media, 
sellers may be a little wary as to what to place in this field.  In addition to 
this, the form also askes for a seller contact number, care must be taken to 
omit the international dialling code, as the form will not be submitted unless
this is done, citing "Some required information is missing or incomplete".

A few days later an email may be sent telling the seller that there has been an 
update on the Paypal dispute transaction, and the seller is required to login 
to their Paypal account and respond.

On logging in to their Paypal account, much to their dismay, they may be met 
with a message that says "Resolve Unauthorised payment, how would you like to 
resolve this issue" and are given three options: 

i) I have posted the item, and I can provide proof that the item was posted 
through an approved postal service to the address on the Transaction Details 
page.
ii) I have not posted the item and I will refund payment.
iii) I have refunded the payment for this transaction.

It is obvious now despite the email asking the seller to login to their Paypal 
account for Paypal to fight the dispute on their behalf, the reality is the 
dispute will always side with the buyer, as can be seen, above, there is no 
contingency for downloadable media, or any option in such a dispute to state 
that the item was downloadable media, instead the thinly veiled options are 
either refund or provide proof of posting(which also has to be faxed), and is 
obviously not possibly for a downloadable product or give up.
