Some government agencies are prone to fixers' networks while others are not. 
Despite the same level of transactional density and the volume and magnitude of 
the transacting public, there are agencies both in the government sector and 
private sector where fixing is very minimal if not totally nil. The banks 
provide a very good example in this case. This is one area for further research.

There has to be a way of establishing a sampling frame of fixers in order to 
establish a population sample for quantitative surveys and other demographic 
studies. There is a need to establish a database and tracking system on fixing 
per government agency and monitor the growth of fixers and their fixing 
activities. Academic and research institutions can help the government a lot in 
this area, where the aim is geared towards systematic profiling and 
qualification of bureaucratic corruption.

Several professional fixers have been arrested by various law enforcement 
agencies. A baseline research will pose very useful in monitoring and analyzing 
the status of these arrests. It is also interesting to know if the insider 
fixers are likewise arrested.

The study of income distribution and economic profiling of fixers found some 
patterns in terms of economic standing among fixers. Professional fixers are 
generally poor and are only subsisting on daily "tips." But their counterparts 
among the insider fixers are better off, since they also earn from fixing while 
continuously receiving their monthly salaries. However, there is a need to 
further validate the income distribution in fixing by conducting a systematic 
profiling of fixers.

Researchers can further explore the assertion that social capital reduces 
corruption through the desirable social norms of trust, honesty and 
cooperation. What is needed is to see how the good side of social capital can 
be directly used to combat its dark side. While the bad side of social capital 
has the capacity to destroy the normal bureaucratic system, the good side 
should offer the countervailing force not only to reduce corruption, but also 
to facilitate bureaucratic efficiency, economic growth and other desirable 
features of society.

There is a need to expand the concept of externalization in fixing to include 
the fixers themselves. In corruption, social capital is not based on mutual 
trust but on mutual fear, blackmail and the imposition of force not only 
against the external environment but even among the members of the fixers' 
networks. There is a need to explore the internalization of externality as a 
matter of strategy to help break the underground networks of fixers.
