Captain Robert Vavra is a friend and will no doubt provide a solid experience. But thought I'd mention an alternative which is available immediately. Peregrine Falcons have nested successfully for a number of years on the cliff facing the Alliant Power Plant as well as the Mississippi River approx. 2.5 miles south of Lansing, also in Allamakee County.

A small park provided by the Allamakee County Conservation Board provides good scope views, and can be very easily accessed beside highway X-52, the Great River Road.

Peregrine Falcons are often seen hunting from the Black Hawk Bridge which crosses the Mississippi River right in Lansing, as well as at the above mentioned power plant. Both locations offer a menu of variously colored Rock Pigeons. Peregrines return to the Lansing area early, so there's no need to wait for late spring or summer. I saw my first here about two weeks ago.

Good birding!
