I already wrote Ticket #8652 about 'sugar-install-bundle' not 
handling .xol bundles.

Where Browse comes in is that the master "repository index" for 
library collections is file /home/olpc/.library_pages/index.html

I agree the master index ought to be a xml file, not a html file.
