No. As distributions, Debian is upstream of debian-edu, and Debian is upstream of Ubuntu. As packages, debian-edu uses the Debian Sugar packages as-is, whereas Ubuntu recompile them from Debian sources (mildly patched to match their slightly different needs and policies, and in some cases further local development). Debian-edu is working towards becoming a "Debian Pure Blend", which means it then _is_ (a subsection of) Debian.
