Yes, This is a huge issue. It is one of the primary reasons in favor of establishing local labs. The idea of participating in a global open source project could be overwhelming to many people. Taking part in a local community working on concrete tasks may provide a more effective on-ramp for some contributors. Currently Sugar Labs is working closely with three different types of local labs; University/Campus focused - RIT, Community/Volunteer focused - DC, and regional/payed support - Colombia. My guess is that no two local labs will be exactly the same....
