It has all the downsides of creating a new mailing list. But given the low (almost null) participation in the existing mailing lists of the people who this new list is targeted, I think the benefits will outgrow the downsides. > On > which list would consensus be authoritative? I see how this can get messy but unless we bar participation in the community of people who don't speak english, we'll need to find a way to cope with this.
