Eugenio Severin from the IADB sends a heads up. Remember that the IADB is a major player in terms of making ICT4E available in the Americas, and has already spent several million USD in research, and if my memory fails me not, bore a lot of the expense for the Haiti and Peru deployments.

*One-to-One Laptop Programs in Latin America and the Caribbean*
One-to-One laptop programs for children are gaining exceptional traction in Latin American and Caribbean countries; to date, nearly 2 million laptops have been distributed to children in the region for educational purposes.

As a way of reflecting on the laptop programs that have been implemented thus far and aiding future program designs, we have written a new report on the subject, One-to-One Laptop Programs in Latin America and the Caribbean: Panorama and Perspectives.

In this report you will find:

   1. An overview of existing definitions, rationales, and desired
      impacts of One-to-One programs
   2. A review of existing One-to-One programs in Latin America and
the Caribbean, with a focus on projects with IDB involvement
   3. A new approach to One-to-One models that places more emphasis on
each student's learning experience and less emphasis on
technology. Here, we propose a systemic approach to One-to-One
that simultaneously considers infrastructure, content, training,
community involvement, and policy. We also provide an estimate
of the total cost of ownership (TCO) of One-to-One initiatives
and information on the monitoring and evaluation of One-to-One
      programs.

It is our hope that this work contributes to the growing body of knowledge surrounding educational technology initiatives in the region.
