BACKGROUND
IPA Annual Conventions have highlighted the success and achievements of Indonesia's 
continuously evolving oil and gas sector since 1972. The IPA Convention & Exhibition 
provides an outstanding program of technical papers, exhibits, field trips, and short 
courses. It also provides an important forum for exchanging knowledge and ideas 
through discussions and interaction among scientists and engineers, government 
officials, PSC contractors, service companies, suppliers, and investors.

The IPA has published proceedings each year since the first annual convention was held 
in 1972. This archive of over 1,300 technical papers constitutes the principal 
reference for the oil and gas industry in
Southeast Asia. The 29th Annual Conventional continues this tradition with a strong 
technical program of oral and poster papers that will be published in
both hardcopy and CD ROM format.

An innovation for the 2003 program will be a farm-out forum in addition to the 
technical program of oral and poster presentations. The forum will allow oil companies 
to present acreage they wish to promote to a wider audience.

Booths for companies to display farm-out opportunities may be arranged through the 
exhibition sub-committee. In addition, space will be available
for farm-out presentations.

CALL FOR PAPERS
The IPA invites papers from all disciplines and sectors of the oil and gas industry in 
Southeast Asia including geosciences, engineering, economics, business, human 
resources, environmental science, and health and safety.

Session titles that follow are organized in support of the convention theme, and these 
can serve to focus technical papers.  Papers on other topics relevant to the oil 
industry in Indonesia and Southeast Asia are also welcome, particularly those 
containing significant new ideas. We encourage papers that address recent 
technological advances, new discoveries or
development projects, as well as growth, changes and innovations in the industry. 
Accepted papers will be published in Proceedings Volumes available at the convention 
and offered for worldwide sale afterwards.

PRELIMINARY LIST OF SESSIONS
*) Sustainable Development and the Oil Industry: Case Studies in and around the Region
The session covers issues of community development, HSE concerns, analysis and 
solutions to conflicts of land use between PSC concessions and protected  forest. In 
addition, modern techniques for disposal of produced sand, drill cuttings and mud, 
formation water, and other oilfield waste are welcome.
Discussions on optimization of facilities and development plans to reduce the impact 
on the local community would also provide important learning to
others.

*) Social Cost in the E&P business in Indonesia
This particular session aims to discuss community development issues - particularly in 
building relationship with the local people - and the impact of regional autonomy on 
oil and gas activities. How can we win the game called economic efficiency?

*) Marginal Fields in Indonesia: How to Monetize Them 
Indonesia has numerous dormant assets, which are uneconomic to produce under current 
regulations. As Indonesia is now a net oil importer, any contribution to boost 
production via marginal field development will add value and improve Indonesia's hard 
currency revenue.

*) Gas Monetisation: Application of New Technology  The announcement of the 
cornerstone Gas-to-Liquids Technology (GTL) plant for Matindok in eastern Sulawesi 
opens up a whole new business paradigm for Indonesian gas.  Innovative ship borne 
transport and other technologies are also developing to access stranded gas resources. 
Discussions of a more  regional nature related to the evolving development of a SE 
Asian/ Australia gas-grid are welcome.

*) Surface Facility Challenges for Harsh Field Development Projects
Numerous opportunities are arising for field development projects in difficult access 
areas such as the deep-water. This session aims to address our capability to face 
severe challenges in building development facilities.

*) Drilling Practice and Technology in Indonesia
This session aims to cover areas for the drilling engineers, both from companies and 
drilling contractors, to share their experience regarding the
tender process, applied drilling technologies and operational challenges related to 
recent changes.

*) Matching Indonesian Safety Practices with International Standards
Competency issues in the oil and gas business have recently become a subject of focus 
for all major oil companies, due to a succession of high-profile  incidents in recent 
years. This has impacted both on Indonesian standards generally and on contractors 
servicing the industry here.

*) Integrated Reservoir Characterization from Acoustic Impedance to Flow Simulation
Recent technological advances have led to a new generation of tools and methods of 
reservoir description and integrated reservoir modeling.  Today,
teams combining geoscientists, petrophysicists, and reservoir engineers describe the 
lateral extent of sub-surface layers better in order to optimize recovery from complex 
reservoirs.  What are the key findings and results thus far?

*) 3D Visualization Session
Multi-disciplinary teams now have come to true integration using 3D visualization 
techniques.  What can we share for others in unfolding the sub-surface so as to 
optimize hydrocarbon recovery from our fields?  Are we really reducing cycle time?

*) Has anyone seen an Elephant? The Search for the Next Big Play in Indonesia 
Dedicated for "out of the box" thinkers within the region.  The extensive datasets 
acquired through exploration and production and the advent of new
technologies combine to provide an excellent laboratory for creative minds to generate 
innovative ideas in the pursuit of new oil and gas opportunities.

*) Unlocking by-passed potential: Techniques and Technologies to Extend the Life of 
Mature Areas
As discovered pool sizes get smaller, accessing the remaining potential depends on 
technology to both visualize hydrocarbon layers and exploit them  effectively and 
inexpensively.  This session will review those areas where recent improvements have 
assisted in extending the life of existing fields/areas.

*) Paradoxes in Southeast Asia Tectonics
The complex tectonic mosaic of SE Asia has been a long been a breeding ground for 
innovation in our understanding of plate tectonic dynamics. Do our current models 
adequately describe the complexities we observe today?
Can our understanding be improved by investigating the problem areas such as the 
proposed rotation of Kalimantan.

*) Carbonate Facies and Environments in SE Asia and The Recent Carbonate Oil and Gas 
Discoveries
Recent discoveries have stirred new interest in carbonates within the region, 
particularly in East Java.  What can we learn?

*) Unconventional Hydrocarbon Resources
Forward-looking papers have addressed unconventional energy resources in past IPA 
events, but what has transpired since?  Besides the recent
fractured basement play, what is known about opportunities in areas like basin center 
gas, hydrodynamic traps, and over-pressured systems?

*)Manuscripts for oral and poster presentations are required for publication in a 
Proceedings Volume. Deadline for manuscript submission is March 31, 2003
*)Oral and poster sessions will have equal stature.
*)Authors may choose extended abstract or full paper format. Full Papers are typically 
-5,000 words & 15 pages of text, tables and figures. Extended Abstracts are typically 
- 1,000 words and 4 to 6 pages of text & figures.
*)Oral papers are encouraged to use computer projections
*)No Show Policy: The Technical Program Committee has ruled that presenters who fail 
to show for their scheduled presentations without previously
notifying IPA Secretariat of their cancellation will not be allowed to present papers 
or posters at the next 3 (three) IPA conventions following the "no-show"
