Terima kasih atas pemikirannya. Itu semua sudah kami lakukan di Divisi Eksplorasi dan Divisi Kajian dan Pengembangan BPMIGAS. Usulan2 sumur eksplorasi di blok2 produksi selalu kami lihat lebih cermat dan soroti dari berbagai sisi. Tak jarang usulan dikembalikan untuk diperbaiki, ada juga yang ditolak. Alasan semuanya ini adalah untuk meminimalisasi kegagalan. Tentu saja sumur2 eksplorasi mengenal success ratio, kegagalan akan terus terjadi, tetapi kita (Kontraktor dan BPMIGAS) berusaha sekeras mungkin untuk memitigasi kemungkinan kegagalan ini. Walaupun misi Pemerintah adalah ingin meningkatkan produksi migas, kami tak mau jor-joran dalam menyetujui sumur2 eksplorasi di blok2 produksi. Kami tak mau cost recovery meningkat gara2 banyak sumur kering. Hal di atas tidak berarti bahwa sumur2 di blok eksplorasi tidak kami review dengan cermat. Sama cermatnya, tetapi sifatnya jelas berbeda dengan sumur2 eksplorasi di blok produksi. Kalau sumur2 di blok eksplorasi itu gagal, ia akan menjadi sunk cost juga yang akan mengurangi keekonomian blok eksplorasi saat masuk ke komersialitas. Tentang status prospek, seluruh prospek dan lead di Indonesia ada yang mengurusnya di BPMIGAS, yaitu Sub-Dinas Evaluasi Prospek/Lead di bawah Divisi Kajian dan Pengembangan. Sub-Dinas ini telah beberapa kali bekerja sama dengan lembaga2 pihak ketiga (misal Lemigas) mengevaluasi status prospek2/lead2 ini. Kami juga di Divisi Eksplorasi mempunyai studi yang tengah berjalan bernama Portfolio Eksplorasi Indonesia. Hasil studi2 ini a.l. akan menentukan kapan2 prospek ini, prospek itu dibor. Tahun2 ke depan, pada saat rapat WP&B, BPMIGAS tak hanya menerima usulan2 bor dari KPS2/JOB2; tetapi BPMIGAS juga akan menunjukkan ke KPS2/JOB2 sederetan prospek2 yang perlu dibor di setiap KPS/JOB. Saya ingin memberikan ulasan berkaitan dengan pemeo di atas dimana apabila hal itu dilakukan oleh kontraktor di dalam kerangka PSC yang sudah berproduksi, maka BPMIGAS sebaiknya menelaah lebih dalam lagi kepada hal-hal yang berkaitan dengan "shot-point" risk. Karena, apabila semangat drilling campaign yang dilancarkan para kontraktor KPS yang bersangkutan tidak disertai oleh analisa "shot-point risk" yang memadai - maka "mirror image prospect" dari suatu perangkap struktur yang mirip dengan sebuah lapangan yang telah sukses berproduksi - belum tentu ketika di bor membuahkan hasil yang sama baiknya dengan lapangan berproduksi tersebut, atau bahkan tidak mustahil gagal sama sekali. Apabila kasusnya pemboran ini gagal, maka pemerintah menanggung sebagian besar resiko akibat sistem "cost recovery". Bahkan bukan mustahil ada kasus dimana sebuah kontraktor berproduksi telah berupaya optimal melakukan usaha-usaha eksplorasi di sekitar lapangan mereka, sekali waktu sukses, tetapi dua-tiga bahkan empat kali waktu gagal. Ini pun perlu dicermati lagi bahwa apakah play concept yang sedang diupayakan di sini dapat dikenali atau tidak "shot point risk" utamanya? Bila belum dapat di mitigasi upaya mengurangi resiko ini, maka usaha eksplorasi ini harus di jeda dulu untuk dikaji lebih jauh, misalnya dengan reprocess data seismik atau bahkan menembak data seismik baru (3D?) - karena bukan tidak mungkin pemboran yang dilakukan kemudian akan berakhir dengan beberapa kegagalan lagi. Sudah selayaknya dengan data yang cukup memadai, mitigasi "shot point risk" dapat lebih dioptimalkan untuk mendapat hasil yang lebih baik bagi kontraktor maupun pemerintah. Sekali lagi, saya melihat ini dari sisi fasilitas "cost recovery" yang jangan sampai hanya dinikmati oleh kontraktor berproduksi tetapi tidak demikian dengan pemerintah. Di lain pihak ketika ada kontraktor yang terkesan tidak melaksanakan upaya-upaya eksplorasi lagi di daerah yang relatif mature - hendaknya diupayakan evaluasi berkelanjutan apakah memang sudah tidak ada potensi?, marginalkah potensi yang tersisa?, atau memang sangat berpotensi tetapi tidak terdeteksi oleh play concept yang dianut oleh kontraktor bersangkutan. Saya yakin BPMIGAS telah memikirkan hal-hal tersebut di atas, yaitu apakah dengan membentuk sebuah "Reviewer Team" di setiap region yang melakukan telaah berkelanjutan secara berkala terhadap beberapa kontraktor berproduksi yang diindikasikan "tidur mengeksplor". Reviewer Team insyaa Allah bisa diupayakan dengan outsourcing, dimana dalam setahun hanya bertugas selama dua kwartal utk menindak-lanjuti diskusi teknis WP&B yang hanya sekali setahun itu. BPMIGAS sangat berhak men "challenge" kontraktor dari apa yang terdapat di dalam prospect book tersebut, misalnya kenapa kok sudah "nangkring" di prospect book dlm 10 tahun terakhir belum di bor juga, padahal potensi cadangannya cukup besar. Insyaa Allah usaha-usaha optimal selama ini oleh teman-teman di BPMIGAS dapat meningkatkan success ratio di dalam usaha usaha reserves replacement di bidang eksplorasi, dimana mudah-mudahan senantiasa akan diberikan kemudahan dan hasil yang baik bagi investor serta pemerintah dan rakyat pada umumnya.
