That is already available. See, e.g., CICS:
//STEPNAME EXEC PGM=DFHSIP,PARM=(START=INITIAL,SIT=6$,SYSIN)
Although CICS uses the "reserved" name SYSIN, an application could be coded
to accept literally any DDNAME. E.g., CICS could have been coded to use
DFHSYSIN.
